I am writing to you about a bill, H.R. 2103, which has languished in the Subcommittee on Crime, Terrorism, and Homeland Security since June 6, 2005. This important bill authorizes the Attorney General to provide grants for organizations to find missing adults, and specifically to extend funding in the amount of $4,000,000 annually to the National Center for Missing Adults (NCMA). Passing this important legislation would allow NCMA to continue to assist families of missing adults nationwide. The original Kristen's Law passed in 2000 by President Clinton was to appropriate $1 million per year for the creation and operation of the first national clearinghouse for missing adults, thus establishing the National Center for Missing Adults. Yet, NCMA received only $148,000 for operational costs for 2006. H.R. 2103 has not made any progress in over a year. The federal government supports the National Center for Missing and Exploited Children (NCMEC), providing up to $35 million per year in funding. NCMEC does a fine job, but they do not assist in missing adults' cases, leaving thousands of families without help or hope of recovering their missing adult loved one. It has also been brought to my attention that the NCMA was directed by the Bureau of Justice Assistance, United States Department of Justice to provide assistance to missing adult victims of Hurricane Katrina. Working directly with the NCMEC, NCMA received over 13,000 Katrina related reports and reunited thousands of families at a cost of over $200,000 of the agency's own unrestricted funding (reserve). NCMA has been reimbursed just $50,000. This situation, coupled with the fact that H.R. 2103 has not come to fruition, has placed the NCMA in the position of reducing staff, and even being forced to close their doors if swift action is not taken. Families of missing adults have few resources available as they search for their missing loved ones. Hundreds upon hundreds of organizations exist to assist in missing children's cases, but precious few to assist with missing adult cases. As the main support system for law enforcement and families of missing adults nationwide, the NCMA has provided a highly visible means to bring awareness for their missing loved ones. We cannot allow this valuable resource to cease to exist. I ask you to find out why H.R. 2103 sits idle in the hands of our government's representatives while the NCMA's monetary resources have been depleted as the result of our government's request of them. What can be done to ensure H.R. 2103 is signed into law? Secondarily, I ask you to inquire of the US Department of Justice the status of reimbursing the NCMA for assisting with over 13,000 Hurricane Katrina victims. This matter is critical, and effects human lives; not just the missing persons themselves, but also the left-behind families who suffer through the agony of waking up daily, not knowing what has become of their missing loved ones. I ask you to help in any way that you can in this matter. I would like to be able to wake up in the morning and know that everyone I love and care for is safe and happy, just as you are able. If the NCMA continues to be crippled financially, then the numbers of missing persons will surely increase. I don't want to see this happen, and I am confident you don't either. Thank you.
